HABR#20-02: Application of 111 Washington Spring Road LLC for review of the renovation of a pool and addition of a spa, outdoor shower, renovation of existing pool house, replacing fence and adding a new fence and installation of a generator and air conditioners at a single-family residence. The premises are located at 111 Washington Spring Road, in the Town of Orangetown, Hamlet of Palisades, New York. Chapter 12 of the Code of the Town of Orangetown, Section 12-4(A), Historical Areas Board of Review.

Heard by the HISTORICAL AREAS BOARD OF REVIEW at a meeting held on Tuesday, February 11, 2020 at which time the Board made the following determination:

The following documents were presented:
- Site Plan “111 Washington Spring Road” dated 12/12/2018 signed and sealed by Thomas Skrable,P.E..
- Architectural plan elevations” 111 Washington Spring LLC Pool Cabana” dated September 24, 2019 signed and sealed by Margaret Fowler, Architect, LLC.
- A color picture of the existing pool.
Margaret Fowler, Architect, testified that she has been before the Board on this property for the house renovation and they are continuing the project to renovate the pool, add a spa, renovate the pool house add an outdoor shower, generator, ac units, repair the patio and add a fence; that the fence will be a picket fence in the front of the house attached to the house and on the side the fence will be a stockade fence and the existing wire fence will remain in the rear; that the fence will be painted Verde green, which is almost black and match the existing shutters on the house; that the pool will not have any interior lights and they may possibly add a few landscape lights by the pool; that the generator will be inside the fence on the west side of the house and have Holly around it.

FINDINGS OF FACT:
The Board, after personal observation of the property, hearing all the testimony and reviewing all drawings and plans, and other submissions, correspondence and reports (if any), found as fact, that: The application as presented, would not adversely affect the Historical Areas and the surrounding area. The design and materials for the proposed wall and fence
- The pool shall be restored and a spa added to it.
- The pool house will be renovated to match the existing house, with medium gray asphalt shingle roof, white clapboard siding, white wood fascia and white windows and trim.
- The front door of the cabana shall be a wood door painted Jamestown Blue (HC-14B).
- The patio shall be bluestone and brick to match existing.
- The generator shall be inside the fence on the west side of the house and surrounded by Holly bushes.
- There shall be a picket fence in the front of the house and it shall attach to a stockade fence on the sides of the house and attach to the existing wire fence in the rear of the house. All wood fencing will be painted Verde Green which is almost black and matches the shutters on the existing house.
- The pool will not have any interior lights, however there may be a few low landscape light installed by the pool.
THis APPROVAL/decision, INCLUDING THE BOARD’S REQUIRED modifications TO THE APPLICANT’S DRAWINGS AND /OR PLANS, or conditions set forth herein, if any, IS GRANTED BY THE historical areas board of review subject to any such conditions and/or modifications, and is LIMITED TO THE SPECIFIC RELIEF REQUESTED HEREIN.

Heard by the HISTORICAL AREAS BOARD OF REVIEW at a meeting held on Tuesday, February 11, 2020 at which time the Board made the following determination:
Jeff and Irma Sicklick, Lisa Comito, Comito Construction and Barbara Hess, Architect, appeared.
The following documents were presented:
- Architectural plans labeled “ The Sicklick Pool House” dated 12/20/2019 with the latest revision date of 02/07/ 2020 not signed or sealed by Barbara Hess, Architect.
- Survey dated January 3, 2020 labeled “ Proposed Pool House for Sicklick” signed and sealed by Anthony R. Celentano, P.E..
- Planting plan not signed or sealed submitted at the meeting.
Barbara Hess stated that the pool house ill match the residence in scale of the home; and submitted revised plans showing a change to a window on the east elevation and coins on the pool house’ that the fence will be extended to the pool house and the grille shall be a short fractional grille; that there will be a wet bar in the pool house and the material list shows that everything will match the existing house.

FINDINGS OF FACT:
The Board, after personal observation of the property, hearing all the testimony and reviewing all drawings and plans, and other submissions, correspondence and reports (if any), found as fact, that: The application as presented, would not adversely affect the Historical Areas and the surrounding area. The design and materials for the proposed pool house, AC Condenser and exterior gas coach style light fixtures:
- The exterior front façade shall be brick; the front dormer shall be Hardi Plank lap siding (Arctic White) with 5” exposure.
- The brick is the same manufacturer and color as the existing main house, Hanson Brick-Old Jamestown, the mortar shall match exiting house.
- The brick detail around the windows and door, the quoins and the limestone keystones are to be shown as on the plans.
- The remaining sides are all brick with brick quoins on all corners.
- There will be a 4” frieze board installed over the brick where the brick meets the level soffit and where the brick meets the peaked flyer.
- Frieze boards, Trim Board, soffit and fascia to be PVC/vinyl/ aluminum (white).
- Roof shall match the existing main house: GAF Timberline HD Architectural style shingles –Charcoal color. The valleys to open style copper valleys. Two 14” Velux Sun Tunnel skylights installed per plan.
- The exterior doors shall be Andersen Frenchwood Hinged Double Patio Door: white vinyl clad or aluminum exterior; Grilles: Exterior bonded colonial style 7/8” simulated divided light (15 per door).
- Windows shall be Andersen Brand 400 series white vinyl or aluminum clad exterior with bonded simulated divided light included on all windows.
- Aluminum k-style seamless gutters and leaders in white.
- Masonry pad at front door to bluestone flagging.
- Exterior gas coach light fixtures located on each side of the entry door. They have a copper finish and are made by Bevolo, the style is French Quarter Original bracket model (18” tall x 10.5” wide).
- A/C Condenser unit to be located on the right side (east) and screened with plantings/shrubs.
