This Workshop Meeting was opened at 8:15 p.m. Supervisor Stewart presided.

Kristen Sammon led the Pledge of Allegiance to the Flag.
Youth Court Graduation took place prior to this Workshop. Orangetown Youth Court motto is “Stand up for what is right, even if you are standing alone”. It gives its youth members’ integrity, personal strength and confidentiality qualities. They learn various talents, along with accountability and responsibility from Marianne Walker, Esq., Joseph McCormack, Esq., Detective Peter Maher and their Steering Committee. The Town Board congratulated the graduates and their families.
RESOLUTION NO. 596 ACCEPT RETIREMENT/SGT. SEAN RUSSO
Councilman Diviny offered the following resolution, which was seconded by Supervisor Stewart and was unanimously adopted:
RESOLVED, the retirement of Sgt. Sean Russo from the Orangetown Police Department, effective January 14, 2013, is hereby accepted with regret.

RESOLUTION NO. 597 AUTHORIZE SUPERVISOR/LUMP SUM MUNICIPAL SNOW AND ICE AGREEMENT
Councilman Troy offered the following resolution, which was seconded by Councilman Morr and was unanimously adopted:
RESOLVED, that the Supervisor is hereby authorized to sign the Agreement to Extend Indexed Lump Sum Municipal Snow and Ice Agreement between the Town of Orangetown and the New York State Department of Transportation. The amount for the 2012/2013 Agreement is reduced from $213,651.55 to $ 213,445.21.

RESOLUTION NO. 598 ACCEPT/RECEIVE/FILE DOCUMENTS/TOWN CLERK’S OFFICE
Councilman Diviny offered the following resolution, which was seconded by Supervisor Stewart and was unanimously adopted:
RESOLVED, that the following documents are accepted, received and filed in the Town Clerk’s Office:
- November 13, 2012 Regular Town Board Meeting/Audit/Executive Session minutes; and November 27, 2012 Executive Session minutes.

RESOLUTION NO. 599 ENTER EXECUTIVE SESSION/CSEA CONTRACT DISCUSSION/POLICE DISCIPLINARY MATTER
In attendance, at this Executive Session, were Supervisor Stewart, Councilmen Troy, Diviny, Morr and Valentine, John Edwards, Teresa Kenny, Jeff Bencik, Kevin Chief Nulty, Captains Zimmerman and Butterworth.
Councilman Diviny offered the following resolution, which was seconded by Councilman Morr and was unanimously adopted:
RESOLVED, that the Town Board entered Executive Session to discuss the CSEA contract and for a Police disciplinary matter, at 9:15 p.m.

RESOLUTION NO. 600 REENTERED WORKSHOP ADJOURNMENT/MEMORY
Councilman Diviny offered the following resolution, which was seconded by Councilman Morr and was unanimously adopted:
RESOLVED, that the Town Board re-entered the Workshop Meeting and adjourned, in memory of Patricia Maher, Pearl River; and Bernard Albin, former ACABOR member, at 11:30 p.m.
