This Town Board Meeting was opened at 7:30 p.m. Supervisor Stewart presided and the Town Clerk called the Roll. Present were:

State of the Town Address: Supervisor Stewart
The Town Board and all of the Elected Officials wished everyone a Happy Healthy New Year. They thanked everyone for their support and look forward to accomplishing many Town issues.
Supervisor Stewart made the following appointments:

Supervisor Stewart acknowledged the presence of representatives from the offices of Senator David Carlucci, Congresswoman Nita Lowey and Assemblywoman Ellen Jaffee.
The Pucci Family accepted a Certificate of Recognition for their daughter, Josephine, who was named to the U.S. Women’s National Hockey Team. She is a graduate from St. Margaret’s and a senior atHarvardUniversity. Everyone wishes her much success as she represents theUnited Statesin the Winter Olympics taking place inSochiRussia.
RESOLUTION NO. 1 OFFICIAL UNDERTAKING FOR ELECTED AND APPOINTED OFFICIALS
Councilman Diviny offered the following resolution, which was seconded by Councilman Troy and was unanimously adopted:
RESOLVED, that the Official Undertaking is hereby to be filed in the Rockland County Clerk’s Office for elected and appointed officials, officers and employees as the Town Board may require for the faithful performance of their duties and the prompt and proper account for paying over all money received by said employees in their official capacities.

RESOLUTION NO. 2 2014/MARRIAGE OFFICERS

RESOLVED, that the Our Town Newspaper is designated as the official newspaper for the Town ofOrangetownpursuant to NYS Town Law Section 64 (11).

RESOLVED, that for the purposes of additional notices the Journal News is designated for any notices of the Town Board and any other official Board of the Town ofOrangetown. Publication of such bids and notices shall be at the discretion of the Town ofOrangetown.

RESOLUTION NO. 10 REAPPOINT/DEPUTY REGISTRAR OF VITAL STATISTICS/TERESA ACCETTA-PUGH/ROSEMARIE MAIORANO
Councilman Diviny offered the following resolution, which was seconded by Supervisor Stewart and was unanimously adopted:
RESOLVED, that Teresa Accetta-Pugh and Rosemarie Maiorano are hereby reappointed Deputy Town Clerk and Deputy of Vital Statistics, to serve at the pleasure of the Town Clerk, acting as a substitute with legislative powers, effective January 1, 2014.

RESOLUTION NO. 11 AMEND TOWN’S PROCUREMENT TRAVEL POLICY
Councilman Diviny offered the following resolution, which was seconded by Supervisor Stewart and was unanimously adopted:
RESOLVED, that the Town’s Procurement and Travel policy is hereby amended to reflect a mileage reimbursement rate of $56 cents per mile as determined by the Internal Revenue Service.

RESOLUTION NO. 12 AUTHORIZE/PAY UTILITY BILLS
Councilman Diviny offered the following resolution, which was seconded by Supervisor Stewart and was unanimously adopted:
RESOLVED, that the Finance Office is hereby authorized to pay utility bills prior to a Town Board Audit, to avoid late payment charges.

RESOLUTION NO. 13 PAY VOUCHERS
Councilman Troy offered the following resolution, which was seconded by Councilman Morr and was unanimously adopted:
RESOLVED, the Finance Office is hereby authorized to pay vouchers for the General Fund, Town Outside Village, Blue Hill, Broadacres, Highway, Sewer, Capital Projects, Risk Retention, and Special Parking Funds for a total amount of $1,133,961.16.
