This Special Town Board Meeting was opened at 12:05 p.m. Supervisor Kleiner presided and called the Roll. Present were:
Councilman Denis Troy
Councilwoman Marie Manning
Councilwoman Nancy Low-Hogan
Absent: Councilman Michael Maturo
Also present: Rosemarie Maiorano, Deputy Town Clerk
John Edwards, Town Attorney
Suzanne Barclay, Executive Assistant to the Supervisor
Charles Richardson, Director of Finance
Aric T. Gorton, Superintendent Parks-Rec. & Building Maint.
Supervisor Kleiner led the Pledge of Allegiance to the Flag.
RESOLUTION NO. 395 SUMMER CAMP BUS TRANSPORTATION RINALDI TRANSPORTATION/CHESTNUT RIDGE TRANSPORTATION COMPANY
Councilman Troy offered the following resolution, which was seconded by Councilwoman Low-Hogan and was unanimously adopted:
WHEREAS, on May 26, 2009 at a regular Town Board meeting the Town Board awarded the bid to Rinaldi Transportation Co., Closter, NJ, the lowest qualified bidder, for bus transportation for the 2009 Town Summer Camp Program;
WHEREAS, Rinaldi Transportation Co., is now in default of its contract with the Town of Orangetown to provide said bus service based on its claimed inability to provide buses meeting New York State safety and inspection standards;
NOW THEREFORE BE IT RESOLVED, that the contract for bus transportation for the 2009 Town Summer Camp Program previously awarded to Rinaldi Transportation Co., is terminated for cause and a contract for the same services is hereby awarded to Chestnut Ridge Transportation Company at a cost of $38,250.00 to be charged to Account No. A7310004/50457 with any monetary difference between the contract with Rinaldi Transportation Co. and the contract with Chestnut Ridge to be due and owing by Rinaldi Transportation Co.

Councilwoman Low-Hogan offered the following resolution, which was seconded by Councilman Troy and was unanimously adopted:

RESOLUTION NO. 397 ADJOURNED
Councilwoman Low-Hogan offered the following resolution, which was seconded by Councilman Troy and was unanimously adopted:
RESOLVED, that the Town Board adjourned at 1:31 p.m.

RESOLUTION NO. 396A ENTER EXECUTIVE SESSION THE HOLLOWS AT BLUE HILL
Councilwoman Low-Hogan offered the following resolution, which was seconded by Councilman Troy and was unanimously adopted:
RESOLVED, that the Town Board entered Executive Session to discuss below market rate units at The Hollows at Blue, at 12:10 p.m.

The Town Board indicated further discussion will take place at the next workshop meeting and the next Regular Town Board Meeting.
RESOLUTION NO. 396B RE-ENTERED STBM
Councilwoman Low-Hogan offered the following resolution, which was seconded by Councilman Troy and was unanimously adopted:
RESOLVED, that the Town Board re-entered the Special Town Board Meeting at 1:30 p.m.
