The Town Board entered this Special Town Board Meeting at 2:10 p.m. Supervisor Stewart presided and the Town Clerk called the Roll.

RESOLUTION NO. 298 ENTER STBM/HOME RULE LEGISLATION/ROCKLAND PSYCHIATRIC CTR/CHILDREN’S CENTER
Councilman Valentine offered the following resolution, which was seconded by Councilman Diviny and was unanimously adopted:
RESOLVED, that the Town Board entered this Special Town Board Meeting, to discuss an updated resolution on Home Rule legislation relating to Rockland Psychiatric Center and the Children’s Center, at 2:10 p.m.

RESOLUTION NO. 299 AMEND RESOLUTION NO. 292/HOME RULE LEGISLATION ROCKLAND PSYCHIATRIC CTR/CHILDREN’S CENTER
Councilman Valentine offered the following resolution, which was seconded by Councilman Diviny and was unanimously adopted:
RESOLUTION APPROVING SUBMISSION OF AMENDED HOME RULE REQUEST, RELATING TO THE SALE TO THE TOWN OF STATE OWNED LANDS ON, OR OTHERWISE COMPRISING A PART OF, THE ROCKAND PSYCHIATRIC CENTER OR THE ROCKLAND CHILDRERN’S PSYCHIATRIC CENTER.
WHEREAS, by Resolution 252 of 2012, the Town Board approved the submission of a home rule request for the enactment of special state legislation in the form of Assembly Bill A 10009 and Senate Bill S 7170, entitled “AN ACT authorizing the transfer of certain state lands in the Town of Orangetown”; and
WHEREAS, in response to comments from concerned parties at the state level, on June 12, 2012, by Resolution 293 of 2012, the Town Board authorized the submission of an amended version of the proposed legislation in the form of Assembly Bill A 10009-A and Senate Bill S 7170-A, also entitled “AN ACT authorizing the transfer of certain state lands in the town of Orangetown”; and

WHEREAS, in the continuing state legislative process, further amendments to the Senate and Assembly bills have been proposed, which the Town Board has considered, and which continue to meet the needs and concerns of the Town,
NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Orangetown hereby approves the submission of a home rule request for the enactment of special state legislation in the form of Assembly Bill A 10009-B and Senate Bill S 7170-B, also entitled “AN ACT authorizing the transfer of certain state lands in the town of Orangetown”; and it is further
RESOLVED, that the Town Supervisor and Town Clerk are authorized to execute and transmit all documents that may be necessary to effectuate this home rule request.

RESOLUTION NO. 300 EXECUTIVE SESSION/LEGAL RAMIFICATIONS
Councilman Diviny offered the following resolution, which was seconded by Councilman Valentine and was unanimously adopted:
RESOLVED, that the Town Board entered Executive Session, to discuss legal ramifications, at 2:30 p.m.

RESOLUTION NO. 301 REENTERED STBM/ADJOURNMENT
Councilman Diviny offered the following resolution, which was seconded by Councilman Valentine and was unanimously adopted:
RESOLVED, that the Town Board re-entered the Special Town Board Meeting and adjourned at 2:40 p.m.
