WORKSHOP/2016 BUDGET PUBLIC HEARING
WEDNESDAY, NOVEMBER 4, 2015
Before the Workshop, the Town Board held a Police Commission meeting and received updates regarding Police matters.
This Workshop Meeting was opened at 8:05 p.m. Supervisor Stewart presided and the Deputy Clerk, called the roll.

Pledge of Allegiance to the Flag of the United States of America was led by the Town Board.
RESOLUTION NO. 477 OPEN PH/2016 PRELIMINARY BUDGET
Supervisor Stewart offered the following resolution, which was seconded by Councilman Morr and was unanimously adopted:
RESOLVED, that the 8:05 p.m. public hearing to consider the 2016 Preliminary Budget is hereby opened.

Absent: Councilperson Troy
The Deputy Clerk presented the Affidavit of Publication and the Notice of Posting; copies are labeled Exhibit 11-A-15 and made a part of these minutes.
Summary of Public Comments:
Cheryl McNeil, Orangeburg Library, explained the library’s Senior and Home-bound Residents program of delivering books, DVDs and other items.
Sr. Miriam, Schaub, Orangeburg, express her deepest gratitude of the library’s Senior and Home-bound residents program. She wishes for this program to continue.
John Buckley, Orangeburg Library, requested the increase in the libraries budgets be adopted. He is concerned that funding for all libraries will become obsolete.
Michele Kalotkin, Palisades Library, believes that this library is also a community center. She requested continued support for the library.
Barbara Delo, Blauvelt, wondered if the mobile library is available to all seniors and the home-bound. She supports funding the libraries.
RESOLUTION NO. 478 CLOSE PH/2016 PRELIMINARY BUDGET
Supervisor Stewart offered the following resolution, which was seconded by Councilman Valentine and was unanimously adopted:

RESOLVED, that the public portion is hereby closed.

James Dean, John Giardiello, Joe Moran, and Aric Gorton, voiced their concerns regarding deductions in each of their departments’ budgets.
RESOLUTION NO. 479 2016 PRELIMINARY BUDGET CONTINUANCE/NOV. 17, 2015
Supervisor Stewart offered the following resolution, which was seconded by Councilman Valentine and was unanimously adopted:
RESOLVED, that the Town Board reserves their decision on the 2016 Preliminary Budget, continues the Public Hearing on November 17, 2015, 8:00pm for a decision.

The Town Board discussed the other agenda items.
RESOLUTION NO. 480 ADJOURNED
Councilman Diviny offered the following resolution, which was seconded by Councilman Morr and was unanimously adopted:
RESOLVED, at 8:50 p.m., the Town Board adjourned.
