This Special Town Board Meeting was opened at 8:03 p.m. Supervisor Kleiner presided. The Town Clerk called the Roll. Present were:

RESOLUTION NO. 714 ENTER STBM/OPEN PH 2008 PRELIMINARY BUDGET
Councilman O’Donnell offered the following resolution, which was seconded by Councilman Morr and was unanimously adopted:
RESOLVED, that the public hearing to consider the 2008 Preliminary Budget is hereby opened.

Charlotte Madigan, Town Clerk, presented the Affidavit of Publication and the Notice of Posting; copies are labeled Exhibit 11-A-07 and made a part of these minutes.
Public Comment
Eileen Larkin, Palisades, spoke about the budget amount of the Supervisor and Town Clerk and other requested items.
Howard Teich, Retired Actuary, Orangeburg, concerned with post employment benefits and offered his services.
Judge Paul Phinney, Justice Court, spoke regarding his budget, increase of work involving traffic and criminal tickets, need to increase his staff and requested the position that was cut four years ago be reinstated.
Jim Castagna, Orangetown, requested the Town Board to pay attention to value and to protect Orangetown regarding open space, parks and recreation.
Ron Delo, Director, Dept. Environmental Mgt. & Eng., requested an increase of $75,000 for a total of $200,000 for chemicals and secondly an increase $200,000 for equipment repairs.
RESOLUTION NO. 715 CLOSE PUBLIC PORTION
Councilman O’Donnell offered the following resolution, which was seconded by Councilwoman Manning and was unanimously adopted:

RESOLVED, that the public comment portion of this meeting is hereby closed.

RESOLUTION NO. 716 AMEND BUDGET/DEME POSITION/ADOPTED
Councilman Morr offered the following resolution, which was seconded by Councilman Troy and was unanimously adopted:
RESOLVED, that the Sewer Mechanic position in DEME is restored..

RESOLUTION NO. 717 AMEND BUDGET/DEME CHEMICALS/ADOPTED
Councilman O’Donnell offered the following resolution, which was seconded by Councilman Troy and on a roll call was adopted:
RESOLVED, that upon the recommendation of the Director of DEME, the budget for chemicals be increased from $125,000 to $200,000 is hereby adopted.

RESOLUTION NO. 718 TB DECISION/2008 PRELIMINARY ADOPTED
Councilman Troy offered the following resolution, which was seconded by Councilwoman Manning and was unanimously adopted:
RESOLVED, that the 2008 Preliminary Budget with amendments is hereby adopted.
