This Reorganizational Meeting was opened at 7:47 p.m. Supervisor Whalen presided and the Town Clerk called the Roll. Present were:

The meeting started with the Presentation of Colors by the Orangetown Police Department Color Guard, a concert by the Edward Larkin Memorial Rockland County Pipe Band, Brendan Quinn singing the Star Spangled Banner, Charlotte and James McCabe leading the Pledge of Allegiance to the Flag, Rev. Louis Sanders of St. Charles AME Zion Church reading Rabbi Daniel Pernick’s (Beth Am Temple) Invocation and Msgr. Jack O’Keefe of St. Margaret’s Church giving the Benediction.

Supervisor Whalen read the following letter.
My Dear Citizens of Our Community,
First and foremost, I want to thank you all for the honor of electing me to serve you. Good leadership in Town government is about leading by example. My promise to you is to give it my all in everything I do. We will walk the path together that leads to both professional and personal fulfillment. Our need to produce a responsive and efficient government has never been greater. The financial challenges and tax burdens are driving families and businesses out of our community. We must reign in spending and begin to find new and creative ways to increase revenues, and also find new ways to decrease expenses.
We are all blessed to live in a community that has the very best schools, recreation facilities, and other resources for our children and grandchildren. All of these things did not happen by accident. It has been a team effort by so many members of our community. Regardless of political affiliations or ideology, this community has always come together and made sure that the needs of the people are always served first. I will continue to work towards bi-partisan agreements on the many issues facing the Town. Our administration will work tirelessly for all the people of Orangetown.
You have all been an inspiration to so many in our community. The spirit of volunteerism is evident from our all volunteer fire departments, to our many coaches and volunteers who work with our seniors in the community. As a lifelong resident of this community, many of the people in this room have shaped my life, and the lives of my five children. My wife Debbie and I are so thankful for such great friends and family. I would also like to acknowledge former Supervisor Thom Kleiner for his assistance and cooperation in helping us have a smooth transition. He has served this Town for 14 years and he deserves our respect and admiration. I would also like to thank Suzanne Barclay for a spirited campaign and her assistance in bringing my executive assistant, Ann Marie Hahr, up to speed on important issues.
I believe it’s also very important to recognize former Councilwoman Marie Manning for her 8 years of service to Orangetown. Her running mates Mr. Salmon, Ms. Gmucs and Nyack Town Justice Robert Knoebel should also be recognized for their efforts in the 2009 election.
My greatest hope for each and every one of us in the New Year is good health, along with peace and prosperity in the years to come. I would also like to ask all of you to keep in mind the men and women in our armed services who do so much to preserve our liberty and justice. Our hearts, our minds and our best wishes are with them and their families this evening. Thank you, and may God Bless each and every one of you. Finally, I would like to thank all of the people in this room tonight for your contributions and continued involvement in our community. I would also like to thank my wife Debbie for her generosity and help during my election. She has been a source of strength and a guiding light for many years. My mother and father, George and Carol Whalen and my brothers and sister have always been there for me and I will continue to seek their advice and counsel. Thank you again for being a part of such a special evening.
Senator, Charles Schumer congratulated the newly elected officials and said it was an honor to be present for this special occasion. He praised Paul Whalen for his participation in public life and congratulated him for being elected to Supervisor for the Town of Orangetown. The Senator said that these elections are a reminder of our service men and women and that their sacrifice allows us to enjoy our freedoms. He pledged to do everything he can from Washington for the Town of Orangetown.
Along with the Senator, many elected officials came to recognize the newly elected officers. Among them were Assemblywoman, Ellen Jaffee; County Republican Chairman, Vincent Reda; Conservative Party Chairman, Bill Beckmann; Democratic Committee Chairman, Bob Crable; Former Legislator, Frank Fornario; Former Town Councilmembers, Denis O’Donnell, Tom Morr, Skip Vezzetti, Eileen Larkin, Alan Ryff, and June Groll.

The Town Board also recognized and thanked David and Holly Seeger and their children, Lily, Max, Ben and Sam, for their help with video taping the meetings in order to broadcast them.
RESOLUTION NO. 1 OFFICIAL UNDERTAKING FOR ELECTED AND APPOINTED OFFICIALS
Councilwoman Low-Hogan offered the following resolution, which was seconded by Councilman Troy and was unanimously adopted:

RESOLUTION NO. 30 AMEND TOWN’S PROCUREMENT TRAVEL POLICY
Councilwoman Low-Hogan offered the following resolution, which was seconded by Councilman Troy and was unanimously adopted:
RESOLVED, that the Town’s Procurement and Travel policy is hereby amended to reflect a mileage reimbursement rate of $.50 cents per mile as determined by the Internal Revenue Service.
