New York State News
- Phase 4 began on Tuesday, July 7th.
- Takeout beer, wine and cocktails has been extended. Restaurants and bars can continue to offer alcohol for takeout or delivery under special rules. Additionally, restaurants and bars are permitted to serve alcohol in expanded outdoor seating. These rules have had a positive impact for small businesses during this trying time. (Please drink responsibly.)
- Malls in Phase 4 regions can open July 10th but only if they have high-efficiency venting systems capable of reducing the spread of COVID-19.
- Starting July 20th, New York will allow visits to nursing homes and long-term care facilities on a limited basis. Visits will be allowed at facilities that have been free of new COVID cases for at least 28 days. Only two people are allowed to visit each resident and must undergo a temperature check, wear a mask and social distance while visiting.
Outdoor Dining
- Before you begin Outdoor Dining – get your permit applications to the Building Department as soon as possible. This is pursuant to Town Board Resolution on June 2, 2020 as part of the economic recovery to the COVID-19 crisis the Town Board authorized a Temporary Outdoor Dining Permit. A sketch plan is required to be submitted.
- If you have any questions or want to inquire with the Town to see if an existing site plan and/or survey exists, please call the Building Department at 845-359-8410 x4301.
- EVERY BUSINESS, REGARDLESS OF PHASE, MUST FILL OUT THIS PHASE III AFFIRMATION FORM AND FILE IT ONLINE WITH THE STATE OF NEW YORK.
- ***IF YOU HAVE ALREADY FILLED OUT AN AFFIRMATION FOR PHASE II OUTDOOR DINING, YOU WILL NEED TO FILE ANOTHER AFFIRMATION FORM FOR PHASE III, IF YOU ARE PARTICIPATING IN INDOOR DINING.***

The Town is looking to gather business / organization re-opening information so we can consolidate it in one spot on the Kickstart page. This will help consumers know when businesses / organizations are open, how they are operating, and what measures and precautions they are taking to protect their patrons and staff.

Businesses MUST do this to be Counted for Opening
Businesses are required to go online to the New York State Forward website and take these steps:
- View the Summary Guidelines for your Industry.
- Read and Affirm the Detailed Guidelines (see below).
- Print and Complete the Business Safety Plan.
These affirmations must be submitted online before you reopen as part of your respective Phase. Here is a complete list of affirmation forms:
Phase I
- Phase One – Construction
- Phase One – Non-Food Agriculture
- Phase One – Forestry
- Phase One – Fishing
- Phase One – Retail (Curbside and In-Store Pickup)
- Phase One – Manufacturing
- Phase One – Wholesale Trade Sector
Phase II
- Phase Two – Office Based Work
- Phase Two – Real Estate
- Phase Two – In-Store Retail
- Phase Two – Vehicle Sales, Leases and Rentals
- Phase Two – Retail Rental, Repair and Cleaning
- Phase Two – Commercial Building Management

Phase III
- Phase Three – Indoor/Outdoor Food Services (Even if you filled out an affirmation for Phase II Outdoor and Take-out, you MUST fill out this affirmation for Phase III as well.)

Phase IV
Gatherings of up to 50 people will be allowed in parts of the state that have entered this phase. Indoor religious gatherings can operate at 33% of maximum capacity, up from 25%.
AS OF TUESDAY, JULY 7th – Indoor Dining remains at 50%. We will keep you informed of when Indoor Dining capacity has increased.

The NYS Forward website provides Business Safety Plan templates which must be completed and on file before you reopen. These Safety Plans DO NOT need to be submitted to any New York State Department but must be retained on the premises of your business in the event of an inspection.

The Shared Work Program
With the Shared Work Program, you can retain employees and they will also receive $600/week stimulus and they can work between 16 and 32 hours a week.
The Shared Work program is designed to help employers manage business cycles and seasonal adjustments while helping to spare their workers the hardships of full unemployment. The program allows employers to keep trained employees and avoid layoffs by allowing staff members to receive partial Unemployment Insurance benefits while working reduced hours. The Shared Work Program helps keep trained, productive employees on the job during temporary business downturns, meaning New York businesses can gear up quickly when conditions improve, and New York workers get to stay on the job. Full-time, part-time and seasonal employees are eligible.

Sample Business / Organization Re-Opening
Employee & Patron Questionnaire
Per section III of the NYS Business Safety Plan, businesses are required to screen employees and essential visitors. Furthermore, it is suggested that businesses / organizations screen all who enter the premises.
As an example, we are providing this sample Google Form used by a local business for other businesses / organizations to model their screening questionnaire after. Some businesses are also creating and printing a QR code that will allow patrons to access the questionnaire by scanning the code with the camera on their smartphone which will open a direct link to the questionnaire URL.
