Summary of Public Comments:

Esta Baitler, Sparkill, congratulated Supervisor Day and his wife on the birth of their new baby.  She asked that Camp Venture be at the beginning of the St Patrick’s Day parade and Town Board members march with them.

Michael Andrea, Blauvelt, complained that Linen Choice destroyed all the trees, causes air & noise pollution and causes unpleasant changes in the neighborhood.  The Town Board and the ZBA should be considerate of residents’ and environmental concerns.

RESOLUTION NO. 42                                            APPOINT / BENJAMIN GORCZYNSKI TEMPORARY APPOINTMENT POLICE OFFICER

 

Councilman Diviny offered the following resolution, which was seconded by Councilman Troy and was unanimously adopted:

 

RESOLVED, that upon the recommendation of the Chief of Police, and per the authorization of Rockland County Department of Personnel, the Town Board hereby appoints Benjamin Gorczynski from Rockland County nominating list 69-233/16097, to the position of “Temporary” Police Officer/Resident of the Town of Orangetown, for the sole purpose of allowing him to attend the DCJS Basic Officer Training Class at Rockland County Police & Public Safety Academy, effective 2/4/2019, at a salary consistent with the labor agreement between the Town of Orangetown and the Orangetown PBA.

RESOLVED, the Town Board hereby approves the retention of Valuation Plus, Inc., to conduct a fair market value appraisal of certain Town owned lands formerly a part of the Rockland Psychiatric Center, at a cost of $4,500.00, pursuant to a written proposal dated January 29, 2019, incorporated herein by reference.

RESOLUTION NO. 68                                            APPROVE SETTLEMENT / NOTICE OF CLAIM / ALEKSANDER NIKA

 

Councilman Bottari offered the following resolution, which was seconded by Councilman Troy and was unanimously adopted:

 

RESOLVED, that the Town Board hereby approves settlement of a Notice of Claim filed on January 10, 2018 by Aleksander NIka arising out of an incident that occurred on December 10, 2018 involving a Town vehicle for which he suffered property damage, for the sum of $2,461.47.

RESOLUTION NO. 69                                            APPROVE / OBZPAE PUBLIC SECTOR CUSTOMER TRAINING COURSE

 

Councilman Diviny offered the following resolution, which was seconded by Councilman Troy and was unanimously adopted:

 

RESOLVED, that upon the recommendation of the Director of OBZPAE the Town Board hereby approve one (1) full day department training class to be held in Greenbush Auditorium on Tuesday, February 26, 2019, at a cost of $4,410.00 charged to Account No. B3620.441.17.

RESOLUTION NO. 72                                            AWARD BID / 2019 BUNKER PROJECT BLUE HILL GOLF COURSE / TURCO GOLF INC.

 

Councilman Troy offered the following resolution, which was seconded by Councilman Valentine and was unanimously adopted:

 

WHEREAS, the Superintendent of Parks and Recreation duly advertised for sealed bids for the 2019 Blue Hill Golf Course Bunker Renovation Project, which were received and publicly opened on January 9, 2019; a copy of the Affidavit of Publication, Notice of Posting and Bid Sheet is labeled Exhibit 01-A-19, and made a part of these minutes.  Now, Therefore, Be It

 

            RESOLVED, that this RFP/Bid is hereby award to TURCO GOLF, INC., of Pompton Lakes, NJ, the lowest qualified bidder, in an amount not to exceed $184,500.00.

Councilman Diviny offered the following resolution, which was seconded by Councilman Bottari and was unanimously adopted:

 

RESOLVED, the Town Board hereby authorizes Supervisor Chris Day, Local Responsible Official, to sign Supplemental agreement #4 with the New York State Department of Transportation. Supplemental Agreement #4 authorizes the transfer of $120,491.50 from the Right of Way Acquisition Phase to the Construction Phase increasing the funded amount from $1.2 million to $1,337,491.50 for the Route 340 Sidewalk Project, PIN 8059.03.
