This meeting was opened at 7:30 PM. Supervisor Teresa M. Kenny presided and Rosanna Sfraga, Town Clerk, called the roll.

Paper Shredding event for May 2, 2020 is cancelled. The next Paper Shredding event for Orangetown is October 19, 2020.
2020 Military Tribute Banner Program – $150.00 Sponsorship Fee, $50.00 Annual Renewal Fee. Banners will be displayed between Memorial Day and Veteran’s Day. Display areas include: Tappan, Orangeburg Road, Sparkill, & Downtown Pearl River. Specific location requests are based on availability. RESOLUTION NO. 197
AUTHORIZE TOWN BOARD MEETINGS SCHEDULED FOR APRIL 7, 2020 AND APRIL 21, 2020 TO BE ATTENDED BY BOARD MEMBERS VIA VIDEOCONFERENCE AND TELECONFERENCE / PUBLIC COMMENT PORTION SUSPENDED
WHEREAS, on March 7, 2020, the Governor of the State of New York issued Executive Order No. 202 and declared a State disaster emergency for the entire State of New York with respect to the COVID-19 virus, and
WHEREAS, on March 17, 2020, the Town Supervisor of the Town of Orangetown declared a Local State of Emergency in the Town of Orangetown pursuant to New York Executive Law §24 with respect to the COVID-19 virus and its impact on the health and well-being of residents of the Town, and
WHEREAS, Executive Order No. 202.1 issued by the Governor on March 12, 2020 temporarily suspended New York Public Officers Law Article 7, known as the Open Meetings Law, to permit any public body to meet and take actions authorized by law without permitting in public in-person access and authorizing such meetings to be held remotely by conference call or similar service, provided the public has the ability to view or listen to such proceedings and that such meetings are recorded and later transcribed, and
WHEREAS, the Town Board recognizes the need to conduct Town business in a manner that is open to the public via means that provides for limited in person attendance by the Board and excludes in person attendance by the public for the health and safety of the general public, and to help limit contacts and the spread of the COVID-19 virus in the Town of Orangetown,
NOW THEREFORE BE IT RESOLVED, that the Town Board hereby authorizes Town Board meetings scheduled for April 7, 2020 and April 21, 2020 to be attended by Board members via videoconference and teleconference by a service provided through GoToMeeting, and which meetings shall not permit in person attendance by the public but shall be accessible to the public in real time via local cable television, livestreaming as accessible through the Town’s website at Orangetown.com, and by videoconference and teleconference, and
BE IT FURTHER RESOLVED, that the public comment portion of said meetings shall hereby be suspended for the time being, however the public is encouraged to submit comments or questions to the Town Board prior to the meetings via email or by calling the Supervisor’s Office, and
BE IT FURTHER RESOLVED that during the State of Emergency, the Supervisor is authorized to postpone Town Board meetings and call for Special Town Board meetings as necessary upon notice to the public and access by the public as provided for above.

RESOLUTION NO. 198
TOWN PARKS & GOLF COURSES / CLOSED TO THE PUBLIC
WHEREAS, during the COVID-19 crisis, in accordance with New York State guidance, the Town parks have remained open for the purposes of permitting passive recreation such as walking for the physical and emotional well-being of the public, and
WHEREAS, the COVID-19 crisis continues and groups of individuals have been observed in the parks, many not adhering to the social distancing guidelines, creating a potential threat to the health and safety of those using the parks,
NOW THEREFORE BE IT RESOLVED, that pursuant to Town Code §7A-14, effective April 8, 2020 at 7:00 a.m., all Town parks and golf courses are hereby closed to the public, until further notice and action of the Town Board.

RESOLVED, that upon the recommendation from the Superintendent of Highways, the Town Board hereby approve for surplus Trucks 67 & 70, which are currently spare trucks, to be auctioned off after the Highway Department receives three (3) new, heavy duty plow trucks.

APPROVE / AGREEMENT / THE NOBLE NINTH INC / USE OF NOBLE NINTH’S PICNIC GROUNDS / ORANGETOWN 2020 SUMMER DAY CAMP
RESOLVED, upon the receipt of all necessary paperwork, the Superintendent of Parks & Recreation has forwarded for signature by the Town Supervisor, The Letter of Extension Agreement with The Noble Ninth, Inc, date February 12, 2020, for use of the Noble Ninth’s picnic grounds for the Town of Orangetown’s 2020 Summer Day Camp, from June 29 through August 7, 2020, under the same terms and conditions as set forth in a certain agreement entered into between the Town of Orangetown and the German Masonic Home Corporation dated, May 18, 1991 as received and filed in the Town Clerk’s Office.

ACCEPT GRANT FROM DEPARTMENT OF CRIMINAL JUSTICE SERVICES STATE OF NEW YORK / PURCHASE TWO COMPLETE RICI LIVESCAN SYSTEMS PROJECT # LS20-1022-E00 / AMOUNT OF GRANT $17,100.00
RESOLVED, that the Town hereby agrees to accept a grant from the Department of Criminal Justice Services State of New York (DCJSNY) in the amount of $17,100.00 which will be utilized for the purchase of two complete RICI LiveScan System, Project # LS20-1022-E00, and authorizes the Supervisor or her designees to execute a Grant Disbursement Agreement (GDS) with DCJSNY in order to effectuate acceptance and utilization of the grant as set forth more fully therein subject to review and approval by Town Attorney’s Office.

RESOLVED, upon the recommendation from the Superintendent of Highways & the Chief of Police, that the Town Board hereby authorizes these two departments to lend assistance which includes the use of cones, barricades, trash cans, recycling kiosks & bins, directional & no parking signs from the Highway Dept., and Auxiliary police from OPD, for the Greek Festival to be held from Thursday, June 4 – 7, 2020 from 12 pm – 12 am.

Town Board Meeting April 7, 2020 7:30 p.m.
Due to the public health concerns related to COVID 19 and as authorized by Governor Cuomo’s executive order 202.1 dated March 12, 2020, there will be no in person public access to the Town Board meeting of April 7, 2020. In accordance with Executive Order 202.1, this Meeting will be held remotely by videoconference which will be accessible by the public both via telephone and online, and which shall be recorded and later transcribed. The public will be able to see and hear the meeting live.
The meeting will be available live to the public on Cable TV, Channel 30 on Verizon Fios and Channel 78 on Cablevision and will be livestreamed on YouTube, which can be accessed at https://www.youtube.com/user/townoforangetown . The public may also view or listen in to the videoconference through GoToMeeting or by calling in (instructions below).
