Unification of the Palisades, Tappan and Orangeburg Library Districts into a Single District with Three Branches
Vicki Caramante, Tappan Library Board of Trustee, asked the Town Board to pass a Home Rule Resolution in support of the libraries effort to Unify Orangeburg, Tappan and Palisades libraries into a single taxing district. A unified district will provide greater financial stability and accountability by allowing taxpayers to vote directly on the library budget and elect library trustees; enhance public services through simplified lending rules; new services; new programs; a coordinated calendar; increase access to resources and programs; broadening collections; share access to e-books, museum passes, and online resources; administrative efficiency; coordinating purchases; and require a public vote on funding for large construction projects. She submitted 220+ letters in-favor.
The Town Board asked many questions and a long discussion took place.
Summary of Public Comments (Unification of Libraries):
Sr. Virgina Chiambatero, VP of the Orangeburg Library Board of Trustees, is in favor of this legislation. The libraries need long-term financial planning and they need to make certain they are open for generations to come.
Alice Gerard, Palisades, urged the Town Board to let the voters decide.
Annmarie Uhl, Blauvelt, agrees libraries have a wonderful service and offers equity and access to all. The election process should be separate from a general election or fire department election. She asked if there is any State funding for this type of consolidation.
Amelia Kalin, Tappan, believes it is very important for the public to vote whether or not they want this consolidation.
Raleigh Tozer, VP of Tappan Library, spoke about their budget process. He believes coming to the Town Board for budget approval does not work for the libraries. The Efficiency Report was done very carefully and honestly.
Maria Gagliardi, Palisades Library, said many libraries are Civil Service and that has not affected to provide outstanding service.
Susan Nemesdy, Palisades, commented that it is very important for costs to be consolidated everywhere.
Rosy Dixon, Tappan, is against this unification. The employment positions will become Civil Service positions and you will not have the flexibility with employees, increase costs, increase in salaries and benefits and new staff positions. It is hard to see how this is going to produce savings.
Carol Baxter, Palisades, said this issue is very complicated. The process is backwards. The three libraries are very different. She is concerned about the logistics of the taxes and she does not want to pay for the other libraries.
Eileen Larkin, Palisades, is concerned about this Home Rule legislation. Libraries salaries are 72% of their budget and they will be able to override the tax cap. She hopes this will not go any further and she does not want to pay any more taxes.
Loren Plotkin, Palisades Library, can see why the other libraries would want the Palisades Library involved in this because Palisades’ does not have any debt, its building is built out and has great support. He does not want to pay for the other libraries.
Charlene Palmer, Palisades, is opposed to this unification and does not want to pay for the other libraries.
Rodney Picott, Orangeburg Library, believes this is not ready for a Home Rule Resolution. There needs to be more clarity, discussions and answers.

Carolyn Hill, Blauvelt, is concerned regarding the speeding and the disgruntle drivers who travel on the north end of Western Hwy. She requested the Town to step up patrols and enforce the speed limit.
Larry Vail, Tappan, is concerned about the merging of ACABOR & Historic Board. He wants more information and looks forward to further discussions.

AMENDING SECTION 30B-3
CHANGING THE POLLUTANT LIMITATION FOR MERCURY
Be it enacted by the Town Board of the Town of Orangetown as follows:

Section 1. § 30B-3 – Specific pollutant limitations, shall be modified as follows:

These specific limitations shall apply at each point of discharge to the sewerage system of the Town or of the municipality that conveys wastewater to the Town. A user’s discharge to the POTW shall not exceed the following specific limitations:

RESOLVED, upon acceptance of the applicant’s insurance documentation naming the Town as additional insured, that the Town of Orangetown, a municipal corporation, organized under the Town Law of the State of New York, which has a place of business at 26 W. Orangeburg Road, Orangeburg, New York 10962, expressly authorizes and approves the Adopt-A-Spot Committee, a volunteer organization with Donnelly Landscaping as part of the Adopt-A-Spot Committee to contribute toward the maintenance of a more attractive Town Property located on the corner of Middletown Road and Central Avenue in Pearl River, NY (located by CVS) by performing necessary cleanup and/or desired beautification activities, as particularly set forth in and pursuant to the terms and conditions of the Town of Orangetown Adopt-A-Spot Agreement between the Town of Orangetown and the Adopt-A-Spot Committee dated September 4, 2018.

APPROVAL OF NYSDEC CONSENT ORDER MODIFICATION / R3-20131223-167
WHEREAS, the New York State Department of Environmental Conservation (“NYSDEC”) entered into a Consent Order with the Town of Orangetown dated October 9, 2014 (R3-20131223-167);
WHEREAS, the NYSDEC has requested that the Town consent to the issuing and entering of a modification of the Order on Consent and that the Town waive its right to notice and hearing on the modification;
WHEREAS, the NYSDEC has provided the proposed modification for signature by a person authorized by the Town Board to execute said document; and
WHEREAS, the Department of Environmental Management and Engineering (DEME) and the Town Attorney’s Office recommend that (1) the Town consent to the issuing and entering of the modification, (2) the Town waive its right to notice and hearing on the modification, and (3) the Town Board authorize Supervisor Teresa Kenny to sign the Consent Order Modification.
NOW BE IT RESOLVED, that, upon recommendation of the Department of Environmental Management and Engineering (DEME) and the Town Attorney’s Office, the Town consents to the issuing and entering of the proposed Consent Order Modification, the Town waives its right to notice and hearing on the modification, and the Town Board hereby authorizes the Town Supervisor to sign the proposed Consent Order Modification.

WHEREAS, pursuant to the provisions of Section 284 of the Highway Law, we agree that monies bonded by the Town and received from the State for State aid for the repair & improvement of highways, shall be expended as follows:

APPROVE SUMMER HOURS / OBZPAE / APRIL 13 – OCTOBER 16, 2020
RESOLVED, upon the recommendation of the Director of OBZPAE, the Town Board hereby approves a change to the basic work week for the employees of OBZPAE, from Monday to Friday, 8 am to 4 pm, to a four day work week (Monday to Thursday/Tuesday to Friday), 7:30 am to 5:15 pm. This flexible work schedule shall be in place from Monday, April 13, 2020 to Friday, October 16, 2020. In accordance with Section 5.1.2 of the Collective Bargaining Agreement, the Town Board has the sole responsibility for establishing flexible hour schedules.
