SPECIAL TOWN BOARD MEETING
THURSDAY, JUNE 19, 2008
This Special Town Board Meeting was opened at 8:55 a.m. Supervisor Kleiner presided. The Town Clerk called the Roll. Present were:
CouncilmanDenis Troy
Councilwoman Marie Manning
Councilman Michael Maturo
Absent: Councilwoman Nancy Low-Hogan
Also present: Charlotte Madigan, Town Clerk
Charles Richardson, Director of Finance
Charlotte Madigan, Town Clerk, led the Pledge of Allegiance to the Flag.
RESOLUTION NO. 426 ENTER STBM/HOME RULE ORANGETOWN LIBRARIES
Councilman Maturo offered the following resolution, which was seconded by Councilwoman Manning and was unanimously adopted:
RESOLVED that the Town Board entered this Special Town Board Meeting to act on Home Rule Legislation for Orangetown libraries.

RESOLUTION NO. 427 HOME RULE LEGISLATION ORANGETOWN LIBRARIES
Councilman Maturo offered the following resolution, which was seconded by Councilwoman Manning and was unanimously adopted:
Pursuant to Article IX of the Constitution, the Town ofOrangetownrequests the enactment of Senate Bill No. S05218 and Assembly Bill No. A08603 entitled “an act to create the Orangetown public library district and to repeal Chapter 349 of the laws of 1973, relating to creating a library district in the Town ofOrangetownin theCountyofRockland.
RESOLVED, that it is hereby declared that a necessity exists for the enactment of such legislation, and that the fact establishing such necessity is the local government does not have the power to enact such legislation by local law.
