TOWN OF ORANGETOWN
REORGANIZATIONAL MEETING
JANUARY 2, 2013
This Reorganizational Meeting was opened at 7:33 p.m. Supervisor Stewart presided and the Town Clerk called the Roll. Present were:

Supervisor Stewart acknowledged the presence of Congresswoman Nita Lowey, Assemblywoman Ellen Jaffee, Former Supervisor Thom Kleiner, Nyack Mayor Jennifer White, Nyack Village Trustee Marie Lorenzini, Nyack Village Clerk Mary White, Rockland County Legislator Pat Withers, Judge Charles Apotheker, and South Orangetown School Superintendent Ken Mitchell.
State of the Town: Supervisor Stewart
All of the Town Board members andCharlotte Madiganwished everyone a Happy Healthy New Year. They thanked everyone for their support and they look forward to working in 2013.
Town employees, with 5, 10, 15, 20, 25 and 30 years of employment were recognized for their service. Also, all Police, Firemen and Emergency Responders were praised for their work during Hurricane Sandy.
RESOLUTION NO. 1 COMBINE AGENDA ITEMS
Councilman Troy offered the following resolution, which was seconded by Councilman Diviny and was unanimously adopted:
RESOLVED, that agenda items 1 thru 7 are hereby combined.

RESOLUTION NO. 2 OFFICIAL UNDERTAKING FOR ELECTED AND APPOINTED OFFICIALS
Councilman Troy offered the following resolution, which was seconded by Councilman Diviny and was unanimously adopted:
RESOLVED, to approve Official Undertaking to be filed in the Rockland County Clerk’s Office for elected and appointed officials, officers and employees as the Town Board may require for the faithful performance of their duties and the prompt and proper account for paying over all money received by said employees in their official capacities.

RESOLUTION NO. 3 2013/MARRIAGE OFFICERS
Councilman Troy offered the following resolution, which was seconded by Councilman Diviny and was unanimously adopted:
RESOLVED, that the following are designated as Marriage Officers for a one-year term, effective January 1, 2013, at no salary.

RESOLUTION NO. 4 DESIGNATE/OFFICIAL NEWSPAPER

RESOLVED, that the Journal News is designated as the official newspaper for the Town of Orangetown, pursuant to NYS Town Law Section 64 (11).

RESOLUTION NO. 5 ADDITIONAL NOTICES/DESIGNATE NEWSPAPERS
Councilman Troy offered the following resolution, which was seconded by Councilman Diviny and was unanimously adopted:
RESOLVED that for the purpose of additional notices, the Our Town, the Rockland County Times and the Rockland Review are hereby designated for any notices of the Town Board and any other official Boards of the Town ofOrangetown. Publication of such bids and notices shall be at the discretion of the Town ofOrangetown.

RESOLUTION NO. 7 2013 RECEIVER OF TAXES BANKING DEPOSITORY
Councilman Troy offered the following resolution, which was seconded by Councilman Diviny and was unanimously adopted:
RESOLVED, that Provident Bank is designated as the banking depository for the Receiver of Taxes.

RESOLUTION NO. 8 AMEND TOWN’S PROCUREMENT TRAVEL POLICY
Councilman Diviny offered the following resolution, which was seconded by Councilman Troy and was unanimously adopted:
RESOLVED, that the Town’s Procurement and Travel policy is hereby amended to reflect a mileage reimbursement rate of 56.5 cents per mile as determined by the Internal Revenue Service.

RESOLUTION NO. 9 MEMORIALIZING RESOLUTION FEDERAL GOVERNMENT HURRICANE RELIEF BILL

RESOLVED, that the Town Board of Orangetown implores the Federal Government to pass the Hurricane Relief Bill, which has been long delayed, as soon as possible.
