SPECIAL TOWN BOARD MEETING
JUNE 7, 2004
This Special Town Board Meeting was opened at 8:14 p.m. Supervisor Kleiner presided. The Town Clerk called the roll.

The Pledge of Allegiance to the Flag was led by Charlotte Madigan, Town Clerk.

A Moment of Silence was observed in memory of President Ronald Reagan.

Supervisor Kleiner and Tom Scarlata of Bargmann Hendrie & Archetype (BH&A) gave a history of how the pool and community center went through a series of issues and steps to bring it to a conclusion tonight with a Resolution for a Bond giving the Town the money to move forward.
Public Portion
Winnie Daly, Pearl River, is in favor of the Pool and Community Center.
Felice Morris, Pearl River, is in favor.
Dan Angley, Pearl River, Pres. of Senior Club, is in favor and stressed the need for additional meeting places, which could be in the new community center.
Albert Alexander, Pearl River, is in favor.
Eileen Larkin, Palisades, said Town needs pool. She would like the pool open for 19 weeks. Will rooms accommodate seniors?
Ruth Weber, Upper Grandview, against increase of Town infrastructure.
Judy Goodrich, Grandview, concerned regarding rise in cost.
Phoebe Colwell, Grandview, impressed with details of this project.
Bill Schule, Pearl River, in favor of going ahead with this project.
Tom Dinan, Pearl River, in favor because some youths do not have an interest in sports.
Hannah Murphy, Pearl River, in favor.
Genevieve Coffey, Pearl River, against. We should not tax future generations for our present luxuries.
Debra Tarantino, Pearl River, in favor.
Margaret Skvorec, Orangeburg, in favor.
Vera Aronow, Nyack, in favor.
Rita Dinan, Pearl River, in favor.
Bebe Lefkowitz, Orangeburg, in favor.
Betsy Brenner, Orangeburg, spoke in favor of pool/community center but against diving pool because of liability. Project should be put on ballot in November’s election.
Josephine Urban, Pearl River, we are the only Town without a pool. She is in favor.
Chat Murdock, Pearl River, questioned cost of interest rates?
Tom Meyer, Pearl River, said he’s been waiting 54 years for pool and we should go ahead.
Martha Mian, Blauvelt, Pres of Seniors, we need a community center and pool.
CJ Miller, Our Town Newspaper, corrected the $ figures that were quoted in last weeks editorial.
The Town Board gave their comments regarding the Bond and why the Community Center was needed. This center would provide a center for the community. All Board Members agreed to the Bond because of the importance of providing the Town with a long awaited pool and community center.

RESOLUTION NO. 391 CLOSE PUBLIC PORTION
Councilman O’Donnell offered the following resolution, which was seconded by Councilwoman Manning and was unanimously adopted:
RESOLVED, that the public portion is hereby closed.

RESOLUTION NO. 392 RPC/BOND RESOLUTION $14.7M AMENDMENT/INFRASTRUCTURE POOL/COMMUNITY CTR
Councilman Troy offered the following resolution, which was seconded by Councilman O’Donnell and on a roll call was unanimously adopted:
RESOLVED, that an amendment to June 9, 2003 bond resolution in order to allow the issuance of $14.7 million in bonds for the construction of the pool and community center, including shared infrastructure, at the RPC site is hereby approved, a copy of the Extract of Minutes is labeled 6-A-04 and made a part of these minutes.

RESOLUTION NO. 393 RPC/LL/RECREATION ZONE DISTRICT (RPC-R)/TB DECISION
Councilman Troy offered the following resolution, which was seconded by Councilman O’Donnell and was unanimously adopted:
RESOLVED, that a Local Law establishing a recreational zoning district (RPC-R) on portions of the Rockland Psychiatric Center lands owned by the Town of Orangetown and designated as Tax Lots: Sec. 73.12, Block 1, Lot 3; Sec. 73.12, Block 1, Lot 5.1; Sec. 73.12, Block 1, Lot 1; and Sec. 74.05, Block 1, Lot 1 is hereby adopted.

RESOLUTION NO. 394 ENTER EXECUTIVE SESSION
Councilman Troy offered the following resolution, which was seconded by Councilman O’Donnell and was unanimously adopted:
RESOLVED, that the Town Board enters Executive Session at 10:45 p.m. to discuss contractual matters regarding RPC.

RESOLUTION NO. 395 ADJOURNMENT
Councilwoman Manning offered the following resolution, which was seconded by Councilman Morr and was unanimously adopted:
RESOLVED, that this Special Town Board Meeting and Executive Session adjourned at 11:55 p.m.
