SPECIAL TOWN BOARD MEETING
FOR A PUBLIC HEARING ON THE 2004 PRELIiMINARY BUDGET
MONDAY, NOVEMBER 3, 2003
The Specia l Town Board Meeting was opened at 8:15 p.m. Superviso r Kleiner
presided. Th e Town Clerk called the Roll. Presen t were:

BUDGET
Councilwoman Mannin g offered the followin g resolution, whic h wa s seconded by
Councilman Troy and wa s unanimousl y adopted:
RESOLVED, that the public hearing on the 2004 Preliminary Budget is hereby opened.

copies are labeled Exhibit ll-A-0 3 an d made a part of these minutes.
Public portion:
John Slattery, Pearl River, against the budget as it stands, feels the civil servants benefits
should be reviewed.
Irv Feiner, Nyack, against the budget. Discusse d the need for lower taxes
Carol Silverstein , Orangeburg, questioned contracts with outside vendors.
Trish Moran, Pearl River, suggeste d that town officers take lowe r raises.
A discussion took place between the Town Board members. Charle s Richardson, Director of
Finance explaine d why it is not wise for the Town to “Bond” for the mandate d pension
contribution increases. Healt h insurance is expected to ris e 18.6%. Afte r a continued
discussion th e Town Boar d rejected its 200 4 preliminary budget bu t agreed to review th e
increases.
