This Reorganizational Meeting was opened at 7:30 p.m. Supervisor Whalen presided and the Town Clerk called the Roll. Present were:

State of the Town: Supervisor Whalen
Good evening ladies and gentlemen, I have come to the halfway point of my first term as Supervisor and it has been an honor to serve the citizens of Orangetown.
Here tonight in the Town of Orangetown, we will continue the great tradition of working together on behalf of all the citizens of our community. Your elected officials are an important ingredient to your recipe of success. As we begin the evening’s program of events, I would like us all to keep in our prayers, the men and women of our armed services who defend our civil liberties and freedom. AS citizens we must never forget their sacrifice and that of all our veterans who came before them. Here in Orangetown where so many left for foreign shores during WWII from Camp Shanks, we commemorate their memories and sacrifices every year at our walkway of Heroes Park in Tappan and at the other Veterans ceremonies held throughout the Town. Please let’s have a moment of silence to remember them all.
It is an honor and privilege to deliver what is known as the State of the Town address. It gives me a chance to discuss some of the success of 2010 here in Orangetown along with an eye to the future of what 2011 will hold for us.
I would first like to thank my wife Debbie and my children and adult children for their support and patience in allowing me to share much of my time with the residents of Orangetown. My mother and father along with my brothers and sisters have been a source of strength and
support during the past year.
I would also like to thank my friends and Town Board colleagues Nancy Low Hogan, Tom Diviny, Mike Maturo and Deputy Supervisor Denis Troy. Your Town Board has worked with me to deliver a high quality of services to our residents.
I would also like to thank our other elected officials Highway Superintendent Jim Dean, Receiver of Taxes Bob Simon, Town Clerk Charlotte Madigan, and Town Judges Richard Finning and Paul Phinney.
The many successes of 2010 have been a direct result of the diligence of our Highway, DEME, Parks and Rec, Building Dept. workers, Police Officers, department heads,
secretaries and other associates who work for the Town.
I would also like to take a moment to thank our volunteer firefighters, emergency service workers, police auxiliary and all of our volunteers throughout the Town that make our quality of life what it is today.
Volunteerism is such an important part of the success of Orangetown. Collectively we have 19 committees and 172 members of these committees. We will continue as a board to look for qualified individuals to serve on our committees. We will be interviewing in the coming weeks for qualified individuals to serve on our land use boards.
The fiscal challenges of the coming year will be greater than ever. Our families’ budgets are stretched and the cost of living continues to escalate. So let’s talk about the work that lies ahead. There is no question that rising taxes are the number 1 issue facing our community and every community in New York State. They are a weight that will continue to drag down property values and force some people to leave our community in the years to come. We must as a Town government, show that we are providing value to our taxpayers in the most cost effective ways possible so that people want to live and invest in our community.
This year we were able to give one of the lowest tax increases in Orangetown’s history, which was 1.8%. Unfortunately, it was not as low as I had hoped. At the start of my term, I hoped for a 0% tax increase. As the year went on, we received notices from the state as did other municipalities that our pension contributions and medicals costs each would increase almost 1 million dollars. This alone would have caused a 4% increase. We were able to offset these increases by not filling positions and prudent use of fund balance. Due to many mandated costs by the state, our long-term forecasts are not rosy. We have very difficult and challenging times ahead. When I started last January, I never filled a position that was vacated in my office. That position was here for 7 years and would have helped me manage a little easier. I never filled it and have abolished it this year. I believe in leading by example and will continue to ask my Department heads to help me do more with less. I will work harder and smarter for Orangetown in the years to come.
Today in our community, many have lost their jobs and some are facing foreclosures. Our senior citizens who are on a fixed income, have not had an increase in 2 of the last 3 years in Social Security benefits. The high taxes in our community are driving many of them out. If we have the seniors leaving our community, our costs will multiply in providing school costs for new young families. It is critical that we maintain the correct balance.
Now For the Good News:
When I became Supervisor in 2010, I told many of the residents that we need to decrease our expenses and increase our revenues. We have done both of these things which will reduce the cost of government.
First my economic development initiatives are beginning to take shape. We have two major commercial projects that should bring valuable rateables to the Town along with considerable income to the South Orangetown and Pearl River School Districts. Crestron Electronics, which is relocating from Rockleigh, New Jersey will occupy a new building of approximately 193,000 sq. ft. The other site on 44 acres involves another building close to 200,000 sq. ft.
Both of these projects will bring 400 jobs to Orangetown. The significance of these new companies is that they are being built on land that has been vacant for decades. There are other new projects that are also in the pipeline and will be discussed in the future.
(CURRENTLY 32% OF TAXES ARE PAID BY BUSINESSES)
I will be proposing the Town revisit its ten year master plan by engaging Saccardi and Schiff. Managing an appropriate balance between residential, commercial, institutional, recreational uses and open space and provide carefully articulated land use regulation for the development and redevelopment of these vital components. Identifying action plans for RPC, Route 303 and the downtown hamlets will be part of this process. I believe with appropriate redevelopment, Orangetown will earn real dividends well into the future and insure that we maintain a high quality of life for all its residents.
One of the last pieces of looking at the Town’s comprehensive plans is to either secure the rights to purchase large tracts of land that may become available in the future or insure that the zoning of these parcels is NOT changed at the detriment of the existing quality of life in Orangetown. We have begun negotiations with the state for the right of first refusal for Rockland’s Children’s Psychiatric Center. I have met with both State Assemblywoman Ellen Jaffee and state Senator David Carlucci to plan these and other initiatives that will be
required in the future.
Tonight with us are many of our Town Department Heads who are working closely with me and the Town Board to find efficiencies and innovative ideas to save our taxpayers more dollars. In 2010, our Town Building Department Director, John Giardiello worked with me to reduce personnel 10%. John and others in his Department have taken on more work to save the Town even more money. Our Building Department is also working with the Town Board to enforce our property maintenance laws and have been successful in cleaning up properties in both Pearl River and Palisades.
Also here tonight is Jim Dean, who we like to call the Dean of the Highway Department. The men and women of our Town Highway Department continue the great tradition in Orangetown of having the cleanest streets after a snowstorm in all of Rockland County and Northern New Jersey. Many of our Highway associates are volunteers in our Fire Departments, Ambulance corps. and Emergency Services. We are lucky to have them here in the Town. Also located next to our Highway Department is our new Director of the Sewer Department, Mr. Scott Burton. He has been with us since the summer and has been instrumental in bringing our 52 million dollar sewer project back under control. We are so grateful for the hard work of all our associates who work in the Sewer Department. Scott and everyone he works with have improved our regulatory compliance so well that the DEC commented that it has been the best response they have every seen from the Town.
Our new Director of Parks and Recreation, Mr. Aric Gorton has been hard at work along with his great staff in crafting a new RFP and successfully hiring a new management team to run the Town golf courses. Our greens keepers along with our mechanics and landscaper keep our courses looking absolutely magnificent, even during a severe drought this summer. Our Parks and Recreation Department does a great job for our youth and senior citizens throughout the year. Their army of teachers and counselors during the summer are the best in Rockland.
Tonight in the audience is our Receiver of Taxes -Mr. Bob Simon. Not only does Bob and his staff do a great job collecting and balancing the tax money they receive, but Bob also finds time to be the 75th president of the Pearl River Rotary. Everyone still loves Bob even when he takes
their money.
Speaking of money and finances, our Director of Finance, Mr. Charlie Richardson and his staff have increased the quality of service so much that Charlie has been recognized for his excellence in financial reporting. We are grateful to Charlie and his 10 years of service to our Town. He is very witty and has a great sense of humor. In that business, it’s really important.
There are so many special people in the Town of Orangetown who do so much of the heavy lifting. Our Town Clerk Charlotte Madigan and her staff handle so many important documents that are so vital to our Town operations. We also appreciate her help on so many vital issues. As an animal lover all my life, my dog looks great in her new tag issued by your office.
This past year we have been holding monthly Police Commission meetings to enhance communications between Police Administration and our rank and file members. We have an open door policy with members of· the PBA and encourage their attendance to bring more harmony and a better working relationship within the Department. I have been to horrific accident scenes and emergencies during this past year and I can tell you first hand that the professionalism of the Orangetown Police Department and the pride that they take in this community is second to none. They treat everyone with respect and dignity and make Orangetown the best place to live in Rockland County.
As I said during my address this evening, we will continue all that we are doing to decrease the cost of government while maintaining our vital services. I would like to thank all our Town council members for the work they do on so many important committees and initiatives that produce a better quality of life for our residents. May 2011 bring peace, prosperity and good health to all our residents.

RESOLVED, that permission is granted to Elected Officials and Department Heads or their representatives to attend the 2011 Training School and Annual Meeting of the Association

RESOLUTION NO. 26 2011 DELEGATE/ASSOCIATION OF TOWNS
Councilwoman Low-Hogan offered the following resolution, which was seconded by Councilman Troy and was unanimously adopted:
RESOLVED, that Charlotte Madigan, Town Clerk, is hereby designated Delegate to the Association of Towns Meeting February 20-23, 2011 with Robert Simon, Receiver of Taxes, as the alternate delegate to represent and vote on behalf of the Town of Orangetown.

RESOLUTION NO. 27 AMEND TOWN’S PROCUREMENT TRAVEL POLICY
Councilwoman Low-Hogan offered the following resolution, which was seconded by Councilman Troy and was unanimously adopted:
RESOLVED, that the Town’s Procurement and Travel policy is hereby amended to reflect a mileage reimbursement rate of $ .51 cents per mile as determined by the Internal Revenue Service.

RESOLVED, that Maureen McGrath is hereby appointed Court Clerk, in the Justice Department effective January 3rd, 2011.
