TOWN OF ORANGETOWN
SPECIAL TOWN BOARD MEETING OF POLICE COMMISSION
IN EXECUTIVE SESSION
MONDAY, SEPTEMBER 15, 2003
This Special Town Board Meeting was opened at 7:05 P. M. Superviso r Thom
Kleiner presided. Presen t were: Councilma n Edward Fisher
Councilman Denis O’Donnell
Councilman Denis M. Troy
Councilwoman Marie Manning
At the beginning of the meeting the following were present but were asked to leave so that the
Police Commission could meet in Executive Session.
Eliot Tozer, Deputy Supervisor (left at 7:07 p.m.)
James Riley, Town Attorney (left at 7:07 p.m.)
Thomas O’Connell, Deputy Town Attorney (left at 7:07 p.m.)
Teresa Kenny, Deputy Town Attorney (left at 7:07 p.m.)
Terrence Sullivan, Police Captain (left at 7:07 p.m.)
Kevin Nulty, Chief of Police (left at 7:07 p.m.)
The Police Commission met in Executive Session, which included Supervisor Kleiner,
Councilman Fisher, Councilman O’Donnell, Councilman Troy, and Councilwoman Manning
RESOLUTION NO. 550 ENTE R STBM/EXECUTIVE SESSION
Councilwoman Manning offered the following resolution, which was seconded by
Councilman Fisher and was unanimously adopted:
RESOLVED, that this Town Board enters a Special Town Board Meeting,
Executive Session for a Special Police Commission meeting.

RESOLUTION NO. 550A SPECIA L LABOR COUNSEL
Councilwoman Manning offered the following resolution, which was seconded by
Councilman Fisher and was unanimously adopted:
RESOLVED, that the Town Supervisor is directed to inform Special Labor
Counsel to prepare the appellate memorandum of law and brief for submission to the Supreme
Court, Appellate Division, to be reviewed, however, before filing with regard to the appeal of the
decisions by the Town Board, with regard to the decisions of the Rockland County Supreme
Court filed with regard to disciplinary charges commenced against employee No. 1373 .

Councilwoman Manning offered the following resolution, which was seconded by
