Nicholas DeSantis & Robert A. Daniele, PKF O’Connor Davies, LLP, presented their Audit Report for Fiscal Year Ended December 31, 2017 (Exhibit 08-A-18).
Supervisor Day spoke about the Community Center Request for Proposal (RFP) with commenting on the amenities and location (Exhibit 08-B-18).
Brian Kenney, Assessor, discussed the amendment to the Real Property Tax Law, limiting the shift between classes of taxable property in the Town of Orangetown for current Base Proportions.
RESOLUTION NO. 473 FILL VACANCY / APPOINT / TOWN CLERK / ROSANNA SFRAGA / UNTIL DECEMBER 31, 2018
Councilman Valentine offered the following resolution, which was seconded by Councilman Troy and was unanimously adopted:
RESOLVED, pursuant to NY Town Law Section 64(5) regarding the filling of vacancies, the Town Board hereby appoints Rosanna Sfraga to the position of Town Clerk until December 31, 2018, effective August 8, 2018.

RESOLUTION NO. 481 AMEND RESOLUTION NO. 465 of 2018 AID / 2018 ROCKLAND CRAFT BEER WEEK / GENTLE GIANT BREWING COMPANY / CHANGE APPROVAL OF PLANNING BOARD TO APPROVAL OF ACABOR
Councilman Diviny offered the following resolution, which was seconded by Councilman Bottari and was unanimously adopted:
RESOLVED, that upon the recommendation from the Superintendent of Highways, that the Town Board hereby authorizes the Town of Orangetown Highway, Police & Building Departments (OBZPAE) to lend assistance which includes the use of lighted barricades from the Highway Department, (2) parking spaces sectioned off from the Police Department & (5) tables with chairs approved by the ACABOR (Architecture and Community Assessment Board of Review) to be placed on the sidewalk (plan attached), for the Rockland County Craft Beer Week, to be held at the Gentle Giant Brewing Company, located at 7 North Main Street, Pearl River, on Saturday, July 28, 2018, from 12 noon to midnight.

RESOLUTION NO. 482 AID / 2018 ONE LOVE CULTURE FESTIVAL
Supervisor Day offered the following resolution, which was seconded by Councilman Bottari and was unanimously adopted:
RESOLVED, upon the recommendation from the Superintendent of Highways & Superintendent of Parks that the Town Board hereby authorizes these departments to lend assistance which includes the use of barricades from the Highway Dept. & the use of the show mobile, at a rental cost of $400.00 with the organization providing a certificate of insurance listing the Town of Orangetown as additionally insured from the Parks Dept., for the One Love Culture Festival to be held on Saturday, August 11, 2018, from 11 am to 10 pm at the German Masonic Grounds.
