The Town Board presented a Proclamation for Women’s History Month honoring Mary Cardenas, Director of the Orangetown Historical Museum.
A Proclamation for Irish Cultural Heritage Month was presented to John Mc Gowan, President of the Rockland County AOH, and Dermot Moore (along with Joan Moore), President of the Pearl River AOH.
RESOLUTION NO. 131 REAPPOINT SUBSTANCE ABUSE COMMITTEE

Supervisor Day offered the following resolution, which was seconded by Councilman Diviny was unanimously adopted:
RESOLVED, that the Town Board rescinds Resolution No. 89- WAYNE GARRISON was hereby reappointed a Member to the Orangetown Historic Areas Board of Review for a period of 5-Years, commencing January 1, 2018 and expiring on December 31, 2022.

RESOLUTION NO. 137 RESCIND RESOLUTION NO. 43 /2018 AGREEMENT/ ROCKLAND COUNTY HI• TOR ANIMAL CARE CENTER
Councilman Bottari offered the following resolution, which was seconded by Councilman Valentine was unanimously adopted:
RESOLVED, that the Town Board hereby rescinds Resolution No. 43, 2018, authorizing and approving an inter-municipal agreement with Hi-Tor Animal Care Center for the 2018 calendar year.

RESOLUTION NO. 138 APPROVE / 2018 AGREEMENT ROCKLAND COUNTY/ HI• TOR ANIMAL CARE CENTER
Councilman Valentine offered the following resolution, which was seconded by Councilman Bottari was unanimously adopted:
BE IT FURTHER RESOLVED, that the Town Board authorizes, ratifies and approves an Inter• Municipal Agreement with the County of Rockland, regarding an animal shelter to be managed by Hi• Tor Animal Care Center Inc., in the amount of THIRTY NINE THOUSAND THREE NINETY NINE AND 30/100 ($39,399.30) DOLLARS, to be paid to the County of Rockland by the Town by way of quarterly payments, for calendar year 2018, for the statutory shelter/pound services required to be provided by the Town, in accordance with the terms of said Inter•Municipal Agreement, a copy of which is expressly incorporated herein by reference, and the Supervisor is hereby authorized to sign same. The subject Inter-Municipal Agreement is attached.

RESOLUTION NO. 139 LEAD AGENCY / CIRCULATION LETTER / DUTIES OF PLANNING BOARD / SEQRA REGULATIONS/ AMEND CHAPTER 43, ARTICLE X-A
Councilman Diviny offered the following resolution, which was seconded by Councilman Troy was unanimously adopted:
WHEREAS, according to the available records of the Town Clerk, the Planning Board for the Town of Orangetown was originally established on or about September 19, 1948 and as further empowered pursuant to Chapter 21 of the Town Code, and
WHEREAS, the Town Board wishes to provide for specific enumeration of the duties, obligations, training and qualifications of the Planning Board and its members pursuant to New York Town Law Section 271 by adding a new Article to Chapter 43 of the Town Code,
WHEREAS, upon review of the proposed Local Law, Short Environmental Assessment Form, and related documents and filings, the Board makes the following preliminary determinations:
- The proposed action is one subject to review under the State Environmental Quality Review Act (“SEQRA”);
- The proposed action as an “Unlisted” action; and
- The following are involved or interested or involved agencies in the review process:
Orangetown Planning Board;
Rockland County Department of Planning;
NOW, THEREFORE, BE IT RESOLVED, that the Town Board hereby declares its intention to serve as Lead Agency for the purpose of environmental review under SEQRA, and directs that a Lead Agency Coordination Letter with relevant documents be circulated to and among the various above referenced agencies; and
BE IT FURTHER RESOLVED, that the circulation to the Rockland County Department of Planning further be for the purpose of review pursuant to General Municipal Law §§ 239- l & m; and
BE IT FURTHER RESOLVED, that, pursuant to Town Code Chapter 43, § 10.5, the Town Board hereby refers the said Petition and a proposed Local Law, amending the Town Code, to the Town Planning Board, inviting its input regarding, among other things, the implications of such an amendment, and requesting a response within 30-days.

RESOLVED, at 9:05 p.m., the Town Board entered Executive Session to discuss the Deputy Town Attorney position.

RESOLUTION NO. 141 RE-ENTERED WORKSHOP/ADJOURNED
Supervisor Day offered the following resolution, which was seconded by Councilman Troy and was unanimously adopted:
RESOLVED, at 10:35 pm, the Town Board re-entered the Workshop and adjourned in memory Clyde Roberts, Tompkins (formerly of Pearl River); Richard (Smitty) E. Smith, retired Orangetown Police Sergeant and husband of employee, Judi Smith; Stephen Davin, Blauvelt and brother of employee, Lt. Mike Gavin; and Robert Gauzza, Pearl River.
